The U.S. Securities and Exchange Commission canceled its scheduled session to propose a major digital asset rulemaking framework, citing an unforeseen scheduling issue
The U.S. Securities and Exchange Commission abruptly canceled a Friday meeting that was expected to mark its first major formal step toward comprehensive crypto regulation. The agency had planned to propose a framework known as Regulation Crypto, but postponed the session to an unspecified later date.
An SEC spokesperson said the cancellation resulted from an unforeseen scheduling issue. The notice came in an end-of-day statement on Thursday, leaving no immediate timeline for rescheduling.
Regulation Crypto was designed as a tailored offering regime for certain investment contracts involving digital assets. The proposal sought to create a limited pathway for issuing crypto securities without triggering full agency registration requirements. It was also expected to allow project teams to later step away from ongoing management and, in turn, move outside the SEC’s direct regulatory oversight.
The framework was anticipated to introduce safe harbors or exemptions that would give issuers clearer conditions under which they could operate. This would replace years of reliance on staff guidance and enforcement actions as the primary tools shaping crypto policy.
SEC Chairman Paul Atkins had described the rulemaking as a central element of his digital assets agenda, framing it as a shift toward durable regulation through public notice and comment rather than case-by-case enforcement. The meeting was set as an open session for the commission to vote on publishing the proposed rules for public feedback.
The cancellation arrives while Congress continues work on its own market structure legislation, the Digital Asset Market Clarity Act, often called the Clarity Act. That bill has encountered delays of its own and is now scheduled for a Senate vote on September 15. Passage would require 60 votes, and negotiations among lawmakers and the White House remain unresolved.
With legislative progress stalled, market participants had turned to the SEC for clearer rules. The postponement of Regulation Crypto leaves the industry waiting to see which path advances first. An additional related effort, an innovation exemption focused on tokenizing securities, is also expected to face further delay.
Some confusion surrounded the meeting status in the final days before the scheduled date. As of Thursday, the SEC’s events page continued to list the session even as reports of the cancellation circulated.
If the proposal eventually advances, it could provide a more defined structure for how digital asset offerings are conducted in the United States. Issuers would gain clearer parameters for compliance, reducing uncertainty that has long accompanied fundraising and project development in the sector.
For now, no new meeting date has been announced. Attention is likely to remain split between any future SEC scheduling updates and the September timeline for the Clarity Act in the Senate.
