Incoming committee chairs signal subpoenas targeting World Liberty Financial, a $500 million UAE stake and the pardon of Binance founder Changpeng Zhao as Democrats prepare to take control of Congress in January
House Democrats intend to open formal investigations into President Donald Trump’s family cryptocurrency businesses after securing majorities in both chambers of Congress. The probes are expected to begin early in the new session, with subpoena authority giving lawmakers the ability to compel documents and testimony from administration officials and private companies.
Rep. Robert Garcia of California, set to chair the House Oversight Committee, issued a two-word response following the election results: “Lawyer up.” His office said the panel will examine what it describes as the “Trump Crime Family,” including family crypto deals, Donald Trump Jr.’s business activities and contracts involving relatives such as Jared Kushner.
Garcia told Punchbowl News the committee will review the family’s digital asset ventures. The shift from previous years is significant: Democrats previously relied on letters and informal requests that carried no enforcement power. Majority control allows them to issue subpoenas without presidential consent.
World Liberty Financial, the decentralized finance and stablecoin project the Trump family launched in September 2024, ranks as a leading target. Attention centers on a $500 million investment by a vehicle linked to Sheikh Tahnoon bin Zayed Al Nahyan, the United Arab Emirates national security adviser. The stake, reported at 49 percent, was acquired shortly before the January 2025 inauguration.
According to reporting, Tahnoon’s group and a Trump-affiliated entity together control about 87 percent of the holding company behind the project’s USD1 stablecoin. World Liberty is seeking a federal trust bank charter for the stablecoin. The Office of the Comptroller of the Currency granted conditional approval on August 14, with final approval still pending.
House Democrats previously asked Treasury Secretary Scott Bessent to investigate the arrangement and review related suspicious activity reports, though those requests lacked legal force. Senate Democrats on the Permanent Subcommittee on Investigations, led by Richard Blumenthal, have already opened an inquiry into the TRUMP token and World Liberty.
Incoming Senate Banking Committee chair Elizabeth Warren has repeatedly called for scrutiny of World Liberty Financial’s token sales, foreign relationships and potential national security risks. She has questioned the OCC’s conditional bank approval and sought answers from Treasury and Justice Department officials on anti-money laundering oversight and reported large token purchases by foreign-linked entities.
A second major area involves the October 2025 pardon of Binance founder Changpeng Zhao. Binance assisted in the launch of USD1 and was recently the subject of a $6.34 billion hack. Zhao has stated he has no business ties to the Trump family and did not discuss clemency with them.
Trump’s 2025 financial disclosure listed more than $1 billion in crypto-related income, including roughly $635 million in royalties from the TRUMP memecoin. Separate reporting by Reuters estimated the family’s total cryptocurrency earnings at $2.3 billion or higher.
Senate Democrats, including Adam Schiff, have separately examined Binance’s compliance practices and commercial links involving the Trump and Witkoff families, including the use of USD1 in a large investment by an Abu Dhabi state-backed fund.
The investigations are not expected to produce new legislation. President Trump retains veto authority, and Democrats lack the two-thirds majorities needed to override it. White House spokeswoman Lauren Bis dismissed the planned probes as a “decade long witch hunt.”
Democrats anticipate the administration will invoke executive privilege and delay responses, as occurred during Trump’s first term. Lawmakers plan to focus subpoenas on private companies connected to the family as an alternative path.
Analysts note the political consequences for the cryptocurrency sector may prove more significant than any statutory changes. TD Cowen’s Jaret Seiberg has said the inquiries could make it difficult to advance market-structure legislation such as the Clarity Act in a form the industry supports. Bloomberg Intelligence has identified crypto, defense and technology as sectors most exposed to the coming oversight efforts.
Financial policy analyst Max Raymond told Bloomberg Government that Democrats’ early priorities will center on oversight hearings examining the president’s dealings. Companies with Trump family connections may face document demands, testimony requests and legal costs as the new Congress organizes in January.
House Financial Services Democrats under Maxine Waters have already conducted separate oversight of the TRUMP memecoin, World Liberty Financial and USD1. The combination of House and Senate Democratic control positions these inquiries to expand once committee leadership is formalized.
