Fiserv has activated its digital asset platform for financial institutions, starting with Roughrider Coin for more than 90 North Dakota banks and credit unions
Payments and financial technology provider Fiserv announced on October 1 that its digital asset platform is now operational for financial institution clients. The first production deployment centers on Roughrider Coin, a U.S. dollar-backed token developed for the Bank of North Dakota and restricted to interbank use among the state’s community banks and credit unions.
More than 90 North Dakota banks and credit unions can access the token through Fiserv’s Commercial Center, the commercial online banking system already used for traditional transfers such as ACH and wires. The arrangement allows institutions to initiate, approve and settle transactions within familiar operational channels rather than through separate public crypto interfaces.
VersaBank USA, a national bank regulated by the Office of the Comptroller of the Currency, serves as the legal issuer. The bank manages minting, burning, custody and dollar-reserve services. Each Roughrider Coin is backed one-to-one by U.S. dollars. Fiserv provides the underlying infrastructure for issuance, reserve management, custody and settlement, integrating the token with its Finxact core-processing system.
Fireblocks supplies multi-party computation wallets and tokenization technology designed for institutional settings. Transactions are processed on the Solana blockchain, utilizing Token-2022 controls that include permissioning features such as freeze and clawback functions. Bank of North Dakota provides governance and oversight but is not the issuer.
The project was first outlined in October 2025, when Fiserv and the Bank of North Dakota announced plans for a state-focused token with a 2026 rollout. The October 1 confirmation marks the move from planning into live production. Neither Fiserv nor the Bank of North Dakota has released figures on the volume of tokens issued, the number of institutions that have completed transactions, or the total value settled since launch.
Fiserv originally introduced its digital asset platform in June 2025 together with plans for FIUSD, a bank-oriented dollar stablecoin. The company said at the time that its network reaches roughly 10,000 financial institutions and more than six million merchant locations handling about 90 billion transactions a year. Earlier design work contemplated interoperability with other dollar-backed tokens and potential links to existing Fiserv payments products.
The live platform is described as capable of supporting stablecoin card issuance, cross-border payments, programmable commerce, treasury automation, tokenized deposits and global currency accounts, including U.S. dollar accounts for institutions outside the United States. Only Roughrider Coin has been identified as operational. No additional clients or launch timelines have been disclosed.
Bank of North Dakota has scheduled further discussion of the token during its B3 Forum in Medora from October 5 to 7. A press conference is planned for October 5 at 4:30 p.m., followed by a dedicated panel on October 7 from 10 a.m. to 11 a.m. The sessions are expected to provide participating institutions with additional operational details.
Settlement is characterized as near-instant, yet no measured times or transaction costs have been published. Access controls operate at the token level, while issuance and reserve functions remain with an OCC-regulated bank, keeping the instrument separate from public retail stablecoins.
